[Emc-developers] DISCUSS: Move primary git to github

PROPOSED: That we move our primary git to github, retiring
git.linuxcnc.org and the "Signed-off-by" process.

2017-07-24: Actual switch-over date announced by this date;
switch-over to take place no earlier than 1 week from

2017-TBD: Switch over to github for primary git
